海南落户政策首先明确了落户人员的身份要求，包括海归人员、军人转业人员、港澳台人员和外籍人员。其次，针对海归人员，放宽了年龄和学历要求。除了放宽了年龄要求，海南还将为海归人员提供包括免费户口、免费就业、免费教育、免费医疗、免费养老等一系列优惠政策。

此外，为了方便海归人员就业，海南省还特别设立了“海归人才工作站”，为海归人员提供就业指导、培训和实习机会。目前，“海归人才工作站”已经在海口、三亚、万宁、琼海等5个市设立。
